ANSWER:
In this matter, keep in mind the principle that for meat to be halal (permissible), it is necessary that a halal animal is slaughtered by a Muslim or a Kitabi (person of the Book, i.e., a Jew or Christian) according to the prescribed Shar‘i (Islamic) method, and from the time of slaughter until it reaches us, the meat must not have gone out of sight of a Muslim or Kitabi and into the possession of a non-Kitabi disbeliever.
However, if the meat does go out of sight and enters the possession of a non-Kitabi disbeliever, yet the permissibility of the meat is not solely dependent on the testimony or trustworthiness (diānat) of the disbeliever — for instance, if a Muslim sends meat through a servant to be given as a gift to another Muslim, and a disbeliever delivers it saying, “My employer has sent this meat as a gift for you,” and the surrounding indicators (qarā’in) do not raise any doubts but instead lead to a strong assumption that he is telling the truth, then his word is acceptable. In this case, the disbeliever is simply delivering a gift-related message, which relates to transactions (mu‘āmalāt), and when it is accepted that it is from a Muslim, the permissibility of the meat is also established — because a disbeliever’s report in transactional matters is conditionally accepted, though not initially relied upon independently.
According to this detailed explanation, the answer to the question is as follows: Delivering meat is not related to trustworthiness in religious matters (diānat). Therefore, if a disbeliever delivers meat, and the meat was slaughtered by a Muslim, and the disbeliever states that it has been sent by a Muslim, and the surrounding indicators do not cast doubt on this claim but rather create a strong assumption of truthfulness, then his statement is acceptable, and based on that, the permissibility (halal status) of the meat will also be established.
