Rather, for marriage, a person should possess enough wealth such that the woman’s Haq Mehr (dowry) and Nafaqah (financial maintenance) — meaning suitable arrangements for her food, clothing, and accommodation — can be fulfilled. If a person possesses this amount and is not under an overwhelming dominance of Shahwah (sexual desire), then Nikah for such a person is Sunnah Mu’akkadah (emphasised Sunnah), and persisting in not marrying is Na-Jaiz (impermissible) and sinful.
However, if a person does not have the ability to provide the Mehr and Nafaqah, then marrying at that time is Makruh (disliked). Such a person should continue striving to acquire sufficient wealth according to need, and to control Nafsani Shahawat (carnal desires), he should keep fasts.
The detailed ruling has been explained above, so assess your situation accordingly. If by financial problems it is meant that one is not even capable of paying the Mehr and Nafaqah, then marriage is Makruh (disliked).
