ANSWER:
During White Nights (Bay Nights), the Shar‘i (Islamic legal) ruling regarding Salat al-Fajr (Fajr prayer) is that it may be performed after half of the night has passed. In other words, if the entire night is divided into two equal parts, then once the second half begins, Salat al-Fajr (Fajr prayer) may be offered at any time until sunrise.
Now, whether your local mosque calendar or the prayer times app shows the beginning of Fajr after half the night has passed, according to us, you may perform the prayer in accordance with whichever of those timings begins after the midpoint of the night.
The entire period from sunset (Ghurub al-Shams) until Subh Sadiq (true dawn) is considered part of the night. That is, the night begins immediately after sunset and ends at Subh Sadiq (true dawn). Since the time of Fajr extends until sunrise (Tulu‘ al-Shams), Salat al-Fajr (Fajr prayer) may be performed from after the midpoint of the night until sunrise.
