[Q 519] City Limits and Qasr Salah

QUESTION:

I have a follow up question on this mas’ala. Request for your help.
To my understanding the city boundaries are regarded as the point for Muslim to become travellers.

In USA there are huge metropolitan areas consist of several smaller cities. Example in the screenshot from map highlighted area are city but population (abadi) is continuing beyond the City boundary. Also less than 57.5 miles.

What if i leave from Seattle, travels to SeaTac -airport at the time of Isha, less than 15 miles, but Cross 3 cities but never leave populated area to reach airport, intention is to obviously travel more than 57.5 miles to a different location by Air. I have time to pray Isha at airport, Would it be a qasr Salah or full. What are the reasoning for the rulings.

Also, what is the ruling when I returning to the city (Seattle) as temperory resident – watan iqamat, need to stay for more than 15 days in Seattle but will travel to nearby city with in 57.5 miles and never leave populated area, does my intention of staying for 15 days break as I left the city boundary?

ANSWER:

First of all, it should be understood that for the purposes of the rulings of a Musafir (traveller), each city or village within a metropolitan area will be regarded as having its own independent status, and the rulings of travel will be applied accordingly.

Now, if due to expansion of population (Aabadi – populated area), the area of a city continues to increase and the distance between two cities becomes very short, even then the boundary of the city itself will be considered. Legally and customarily (Qanunan aur ‘Urfan), whichever boundary is recognized for a city, once a person exits that boundary, he will become a Musafir (traveller).

Therefore, if there are two cities which are legally and customarily considered two independent cities, and neither is subordinate to the other, and their populated areas have merged together, then as soon as a person exits the boundary of his own city, he will become a Musafir, even if shortly thereafter he enters the boundary of the second city.

However, if the population of one major city expands to such an extent that another city becomes considered subordinate to that major city, then only upon exiting the boundary of that larger city will the rulings of a Musafir apply.

Therefore, according to the details mentioned in the question, if you travel from Seattle towards SeaTac Airport, then as soon as you exit the boundary of Seattle as recognized legally and customarily, you will become a Musafir. At the airport (and likewise at any place in between), you will perform Qasr Salah (Qasr – shortened prayer), even if you pass through three cities on the way and the populated area continues intermittently.

If you have made Seattle your Watan-e-Iqamat (temporary place of residence), and you travel to a nearby city located within 57.5 miles, then Seattle will still remain your Watan-e-Iqamat, because Watan-e-Iqamat is nullified only by Shari‘i travel. Traveling a distance less than 57.5 miles does not invalidate the Watan-e-Iqamat.
