Question
If there is blood on body but it’s not running. If we touch with towel .tat towel will become impure?

Answer
The esteemed jurists have stated that whatever does not invalidate wudu, is also not impure. Wudu is invalidated by such blood that has the capacity to flow, meaning it can move beyond its point of exit. If blood merely appeared but did not have the capacity to flow, then wudu will not be invalidated, nor will such blood be impure.
Therefore, if blood only appeared or surfaced on the body but did not have the capacity to flow, and you wiped it with a towel, then that towel will not become impure.
It is stated in Tuhfat al-Fuqaha:
وأما القيء الذي يكون أقل من ملء الفم والدم الذي لم يسل عن رأس الجرح هل يكون نجسا فعلى قياس ما ذكرنا ههنا لا يكون نجسا لأنه لا يتعلق به وجوب الوضوء۔
(Tuhfat al-Fuqaha, vol. 1, p. 50)
It is stated in Fatawa Ridawiyyah:
Second: Swelling, such that blood or pus increased from its place, rising above the surface of the body or the opening of a boil, remaining in the form of a bubble. Its mass was above the surface of the body and the blister, but it neither flowed from there nor had the ability to flow, just like when a needle pricks, a slight drop of blood emerges and remains as a dot or a small lump, not flowing further. And similar situations of this kind: in these cases, according to the more sound opinion of our scholars, wudu is not invalidated. This is correct, and upon this is the fatwa. Also included in this ruling is the scenario where blood or pus surfaced and currently had no capacity to flow. One wiped it with a cloth. Then it surfaced again in another sitting, and was cleaned. Likewise, in various sittings, so much emerged that if it had come out all at once, it would certainly have flowed. Even then, wudu will not be invalidated, nor will the cloth become impure, because each time it emerged, there was not enough capacity for it to flow.
