Question
Can a person touch the pages of the Qur’an without Wudu if they are printed onto a paper and placed in a plastic wallet which isn’t permanently joined to it.

الجواب بعون الملك الوهاب اللهم هداية الحق والصواب
Answer
If verses of the Holy Qur’an are printed on paper and that paper is placed in a plastic wallet which is not permanently attached to the paper, nor is it subordinate to it (for example, if the paper with the verse is placed in a plastic bag), then there is no harm for a person without wudu to touch this plastic wallet. However, if the paper has been permanently joined with plastic through lamination or similar means, such that it has become part of it and subordinate to it, then it is not permissible for a person without wudu to touch it.
