QUESTION:
Can Fitrana be given to a non-Muslim?
ANSWER:
It is not permissible to give any type of Sadaqah (charity) or Khairat (charitable donation) to a non-Muslim.
It is stated in البحر الرائق شرح كنز الدقائق:
“جَمِيع الصَّدَقَاتِ فَرْضًا كَانَتْ أَوْ وَاجِبَةً أَو تَطَوُّعًا لَا تَجُوزُ لِلْحَرْبِيِّ اتِّفَاقًا”
Meaning: All types of Sadaqat (charities) — whether Fard (obligatory), Wajib (necessary), or Tatawwu (voluntary) — are not permissible to give to a Harbi non-Muslim. There is consensus among all the noble Fuqaha (Islamic jurists) on this matter.
