QUESTION:
A brother has the following question:
there is an imaam of a masjid who always reads the same surahs and khutbah for Jummah without change for years, is this okay to do?”
ANSWER:
It is permissible to deliver the same Arabic khutbah every time before the Jumu‘ah Salah, and there is no harm in doing so.
However, to fix specific Surahs for the obligatory prayers, such that the same Surahs are always recited in that Salah, is Makruh Tanzihi (Makruh Tanzihi – mildly disliked) and against the Sunnah. Therefore, the Imam should make it a habit to recite different Surahs instead of reciting the same ones every time.
Mufti Amjad Ali A‘zami states:
Fixing Surahs in such a way that the same Surah is always recited in that Salah is Makruh. However, the Surahs that are mentioned in the Ahadith may be recited occasionally, and doing so is Mustahab (Mustahab – recommended), but one should not persist in this practice continuously, lest people begin to assume it to be Wajib (Wajib – necessary).
