Answer
Sitting for the duration of three verses between the two khutbahs (sermons) is Sunnah (Prophetic practice), and making the pause longer than that is khilāf-e-Sunnah (contrary to Sunnah).
Some fuqahāʾ kirām (respected jurists) have stated that when the khatīb (preacher) sits calmly, he should then stand up without any delay and begin the next khutbah immediately.
Therefore, delivering Islamic rulings, giving reminders, or any kind of talk during this interval is not permitted.
It is mentioned in Fatāwā ʿĀlamgīrī:
(Al-Fatāwā al-Hindiyyah, Vol. 1, Page 147)
In Bahār-e-Sharīʿat, under the section of the Sunnahs of the khutbah, it is written:
“To sit between the two khutbahs for the duration of reciting three verses.”
