Question
During Hajj, a woman injured her foot, making it difficult for her to walk. Can her husband perform Rami on her behalf?

Answer
It is Wajib to perform Rami of Jamrat al-Aqaba on the day of Nahr, and it is Wajib to perform Rami of all three Jamarat on the days of Tashriq.
If one misses Rami of one day or all three days, whether it is of one Jamrah or all three, in all cases, it is Wajib to offer a sacrifice, as Dam, within the boundaries of the Haram.
Anyone who can reach there either on foot or by riding must perform Rami themselves.
If someone is unable to reach the Jamrah due to a severe illness and has valid fear that the illness will worsen, or if they cannot walk and have no means of transportation, then they may appoint someone else as a representative.
This ruling applies equally to both men and women.
Therefore, in the above-mentioned scenario, if the woman can walk or ride without severe difficulty to perform Rami, she must do it herself, and it is not permissible to appoint someone else as a representative.
However, if she cannot possibly go, or if going would cause severe difficulty for her, or her dominant estimation is that her illness will worsen, then her husband or another person may perform Rami on her behalf with her permission.
It has been mentioned in Lubab al-Manasik wa ‘Ubab al-Masalik:
“اعلم أن رمی الجمار واجب وإن ترکه فعلیه دم
(Lubab al-Manasik wa ‘Ubab al-Masalik, page 119, printed in Makkah al-Mukarramah)
Imam Burhan al-Din Ibn Mazah Hanafi رحمه الله writes in al-Muhit al-Burhaniyy:
“أنه فی الیوم الأول یرمی جمرۃ العقبۃ لا غیر وفی بقیة الأیام یرمی الجمار کلها
(Al-Muhit al-Burhaniyy, Volume 3, Kitab al-Manasik, chapter 3, page 407, printed in Saudi Arabia)
Al-Muhit al-Burhaniyy further states:
لو ترک رمی الجمار کلها فی سائر الأیام إلی الیوم الرابع قضاھا علی التألیف فی الیوم الرابع لأن وقت الرمی باق والجنس واحد وإن لم یرم حتی غربت الشمس من الیوم الرابع سقط عنہ الرمی لفوات الوقت وعلیه دم واحد بالإجماع لأن الرمی کله نسک واحد

Al-Mabsut al-Sarakhsiyy mentions:
“والرجل والمرأۃ فی رمی الجمار سواء کما فی سائر المناسک
(Al-Mabsut al-Sarakhsiyy Volume 4, Kitab al-Manasik, Bab Rami al-Jamar, page 69, Dar al-Ma’rifah, Beirut)
Lubab al-Manasik states:
“والخامس أن یرمی بنفسه فلا یجوز النیابة عند القدرۃ وتجوز عند العذر”
(Lubab al-Manasik wa ‘Ubab al-Masalik, Bab Rami al-Jamar, Fasl fi Ahkam al-Rami wa Shara’itihi wa Wajibatihi, page 165, printed in Dar Qurtuba)
Shaykh al-Islam wa al-Muslimeen Imam Ahl al-Sunnah Ala Hadrat Imam Ahmad Rida Khan عليه رحمة الرحمن states in Fatawa Ridawiyyah:
“Being a woman is not a valid excuse for making a deputy for Rami. However, if one is so ill that they cannot go for Rami, then someone else can perform Rami on their behalf with their permission, or if one is unconscious, someone can perform Rami on their behalf without permission.”

Mufti Ali Asghar Sahib حفظه الله تعالى writes in “27 Wajibat Hajj”:
“In case of an excuse, making someone a deputy for Rami is permissible. If a person is so ill that they cannot reach Jamrah even by riding, they may appoint someone else to perform Rami on their behalf.
Note that a sick person is someone who cannot reach Jamarat even by riding or being carried on someone’s shoulders, and whoever has the strength, cannot appoint someone else as a representative. Without a Shari excuse, men cannot perform Rami on behalf of women, even with their permission.”
